Thanks And Pray When Rains
When God gives grace rain, it is recommended for a Muslim in order to thank him by prayer,
"Ya shoyyiban naafi'aa (O Allah, send down rain on our useful)."
That is what the Prophet sallallaahu 'alaihi wa sallam said when he saw the rain. It is based on the hadith of the Mother of the Believers, 'Aisha radi' anha,
"The Prophet sallallaahu 'alaihi wa sallam when he saw the rain, he was saying," Yaa shoyyiban nafi'an "(O Allah, send down rain on our useful)." (HR. Bukhari no. 1032, Ahmad, no. 24190, and An Nasa'i no. 1523).
Ibn Baththal said, "This hadith contains recommendation to pray when it rains so that goodness and blessing are growing, so are a lot more benefits."
Al Khottobi said, "The rain water that flows is a gift." (Sharh al-Bukhari, Ibn Baththal, 5/18, Ash Syamilah).
The rain decreasing, Best Opportunity to say a prayer
Ibn Qudaamah in al-Mughni [7] said, "It is advisable to pray as rain, as narrated that the Prophet sallallaahu 'alaihi wa sallam said,
'Look for prayer is efficacious in three circumstances:
[1] meeting of the two teams,
[2] By the prayers performed, and
[3] When the rains. "(Issued by Imam Shafi'i in Umm Al and Al Baihaqi in Al Ma 'rifah of Makhool for Mursal. Shaykh al Albanian say that this hadith is authentic. See Shohihul Jami' no. 1026).
Similarly, there is a hadith of Sahl bin Sa'd, he said that the Prophet sallallaahu 'alaihi wa sallam said,
"Two prayers were not to be denied:
[1] prayers when the call to prayer and
[2] prayers when the rain." (HR. Al Hakim and Al Bayhaqi. Shaykh al Albanian say that this hadith is hasan. See Shohihul Jami 'no. 3078).
During Heavy Rain
The Prophet sallallaahu 'alaihi wa sallam was once asked the rain. Then when it was raining so heavily, he begged God to return to sunny weather. The Prophet sallallaahu 'alaihi wa sallam prayed,
"Yaa haawalaina wa laa 'Alaina. Allahumma' alal Takami wal jibaali, wazh zhiroobi, wa buthunil awdiyati, wa manaabitisy syajari [O Allah, send down rain around us, not to destroy us. O Allah, turukanlah rain in the highlands, mountains mount, hills, valleys and stomach where trees grow]. "(HR. Bukhari no. 1014).
Ibn al-Qayyim said, "When the heavy rain, the companions asked the Prophet sallallaahu 'alaihi wa sallam to pray for the weather to be sunny. In the end he read a prayer over the top." (Zaadul Ma'ad, Ibn Qayyim Al Jauziyah , 1/439, Muassasah Ar Risalah, mold 14th, 1407 H)
Sheikh Salih As Adlan says that prayer is read when rain is torrential rain or worry will bring the impact of hazards. (See Dzikru wa tadzkir, Sholih As Adlan, p. 28, Ash Syamilah).

Ibn Qudaamah said: "It is recommended to perform ablutions with water when the water is flowing."
From Yazid bin Al Hadi, when the water is flowing, the Prophet sallallaahu 'alaihi wa sallam said,
"Come out with us to you this water that was made by God as a means of purification." Then we purification with water, and praised God for this blessing. "(Produced by Al Bayhaqi in Sunan Al Kubro (3/359) and Tuhfatul Muhtaj (1/567)
